Housing & Homelessness

Struggling with housing?

If you've been in care in Wales and you're between 18 and 20, you are priority need for housing. That means the council has a duty to help you. Even after 20, there's support available.

VFCC Direct

Your VFCC worker can help you understand your housing rights, talk to your local authority on your behalf, or help you find emergency accommodation if you need it. Get in touch with us first — we'll help you navigate it.

  • Care leavers aged 18–20 are automatically priority need for housing under the Housing (Wales) Act 2014. Your local council must help you.
  • The When I Am Ready scheme lets you stay with your foster carers past 18, up to age 21 (or 25 if you're in education or training). You must have lived with your carer for at least 6 months before your 18th birthday.
  • Your local authority has a duty to help you find suitable accommodation as part of your Pathway Plan.
  • If you're homeless or at risk of homelessness, contact your council's housing team directly — they must assess your situation.

Money, Benefits & Financial Support

Worried about money?

If you've been in care, there's financial support you're entitled to that a lot of people don't know about. Council tax exemption, grants for setting up home, emergency funds — it's worth checking what you can get.

VFCC Direct

Your VFCC worker can help you understand what you're entitled to and how to claim it. We can also help you talk to your Personal Advisor or local authority if things aren't working.

  • Council Tax exemption — care leavers aged 18–24 in Wales pay no Council Tax. Contact your local council to apply. If you live alone or with other care leavers, you pay nothing.
  • St David's Day Fund — a Welsh Government fund for care experienced young people aged 16–25. Grants for things that help your independence, development and progression. Apply through your leaving care team.
  • Setting Up Home Allowance — a local authority grant for essential home items like furniture, kitchen equipment and bedding. The amount varies by local authority — ask your Personal Advisor.
  • Discretionary Assistance Fund (DAF) — emergency grants from Welsh Government, usually processed within 24 hours. Call 0800 859 5924.
